Provelio provided programme and project management for Cornwall Council’s Green Cornwall programme. The programme aimed at making the Council carbon neutral by 2025 through investing in 158 small sustainability projects across the County which included schools, libraries, leisure centres, car parks and council buildings – many of the buildings included in this programme of works were listed/historically significant buildings. Projects across the programme involved the installation of biomass boilers, voltage optimisation, micro hydro generation, combined heat and power systems, photovoltaics and LED lighting.

The programme adopted an innovative approach to implementation. Each building was assessed at the outset to determine which were high energy or water usage buildings. Those identified had a short option analysis carried out on them to determine which sustainable technology would deliver the best Return on Investment (ROI), would have a payback of 5 years and save the most energy. This holistic approach meant that buildings across the estate had different technologies installed, but ensured the Council gained maximum value in relation to energy and cost savings.

The project was driven by cost reductions across the Council estate. An assessment tool was developed by Provelio and the project team that calculated the return period of initial capital investment so that each element of the programme could be quickly assessed, and a business case developed. Provelio ensured that the cost of delivery was as defined and static as possible by procuring a contractor with fixed rates that could then be applied to each individual project.
